In Mumbai, what most people call a "rental agreement" is technically a Leave and License Agreement under Section 24 of the Maharashtra Rent Control Act, 1999. Mumbai (and the entire state of Maharashtra) does not use a traditional lease deed for residential tenancies — the Leave & License format protects landlords from the rent-control protections that historically made it difficult to evict tenants in Mumbai.
The standard format runs for 11 months, is executed on Maharashtra e-stamp paper, and must be compulsorily registered with the Inspector General of Registration (IGR) Maharashtra. Biometric verification of both Licensor (landlord) and Licensee (tenant) is conducted either at the property (doorstep biometric) or at a CSC / authorised centre.
